Skittish at Gutter Cleaning

I have a Manager who has been working as a window cleaner/gutter cleaner for about 5 years. However, over the last few years he has become more and more uncomfortable with cleaning second story gutters from roofs. I suggested that he tie off to a chimney with a body harnass, but he's even uncomfortable with that. Today he had to pass up a job because of his discomfort with heights. There was some high gutters that were set back from the first floor roof line, so we couldn't get a ladder to them. On the other side, there wasn't enough room to get a ladder set up. This is the second time this year, that we've run into this problem.



He is a really great employee/manager in so many ways, but I fear that we are going to have to turn down more and more jobs because of this. We do have a young guy with absolute no fear of heights, but he's not always with the Manager.



So, how would you handle this situation? Do you know where I could get him some safety training on harnasses and ropes, so that he could overcome his fears?
